New Mexico has a rocky gaming history. When the IGRA was passed by Congress in 1989, it looked like New Mexico would be one of the states to get on the Amerindian casino bandwagon. Politics assured that wouldn’t be the case.

The New Mexico governor Bruce King appointed a task force in 1990 to draft a compact with New Mexico Native tribes. When the panel arrived at an accord with two important local tribes a year later, Governor King refused to sign the bargain. He would hold up a deal until 1994.

When a new governor took office in 1995, it seemed that American Indian gaming in New Mexico was a certainty. But when the new Governor signed the contract with the Native tribes, anti-gaming groups were able to tie the accord up in courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing the accord, thus denying the state of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.
